Windows Hello keeps face and fingerprint templates in protected biometric stores tied to the TPM, with PIN and key material under the NGC folder per user. Templates never roam between machines by design.

Reset Hello through Settings after hardware swaps instead of copying protected folders. Copied templates decrypt nowhere else.
