Windows Hello keeps face and fingerprint templates in protected biometric stores tied to the TPM, with PIN and key material under the NGC folder per user. Templates never roam between machines by design.
Reset Hello through Settings after hardware swaps instead of copying protected folders. Copied templates decrypt nowhere else.

System-protected Hello key material per device. Biometric templates live in the WBioSrvc database beside it. Manage through Settings Accounts rather than file copies. Reset Hello on the new device after motherboard changes.
