Windows keeps shared fonts in C:\Windows\Fonts and per user fonts under Local AppData. The right click menu decides: Install for all users goes shared, plain Install goes personal.
Missing fonts in one app but present in another usually means a per user install. Check both folders before reinstalling.

Shared store, needs admin to modify. Per user twin is %LOCALAPPDATA%\Microsoft\Windows\Fonts. The Settings, Fonts page shows both together.
