Winamp splits itself between the install folder and AppData: binaries and bundled skins ship with the program while your settings, playlists, plugins and media library live per-user. Portable installs keep everything together instead.
The media library database is the file that matters most. Copy the Winamp AppData folder and ratings, play counts and playlists survive a reinstall.

Holds winamp.ini and studio.xnf settings, the Plugins folder, Skins, and the media library database. Playlists default here too unless you saved them elsewhere. Copy the folder with Winamp closed. Portable installs store the same files beside winamp.exe instead.
