Star Citizen stores no character saves on your PC. Money, ships and reputation live on Cloud Imperium servers, reset only by wipes or the website character tools.
The USER folder inside each channel directory (LIVE, PTU) holds the local half: keybinds, graphics settings, screenshots and shader cache. Deleting it is the standard fix for patch-day corruption.

Holds Client profiles with keybinds, screenshots and settings under Client\0. Adjust the drive and channel folder (LIVE, PTU, EPTU) to match your install. A custom user.cfg goes in the LIVE folder itself, not inside USER. Delete USER with the game closed to fix broken menus; keybinds go with it, so export mappings first.

No. Ships, currency and reputation are server-side. You lose only local keybinds, settings and cache, which is exactly why support recommends the deletion.
