Jujutsu reads TOML config from user-level files with repo-level overrides inside each repository. Identity, signing, aliases and UI defaults belong in the user file.
Repos additionally read .jj/repo/config.toml for shared settings. Keep personal identity in the user file and project conventions in the repo one.
