Where Do iPhone Downloads Go in the Files App?

Safari on iPhone saves into a Downloads folder, either in iCloud Drive (default) or On My iPhone. The Files app shows whichever is active under Browse.
The toggle lives in Settings, Apps, Safari, Downloads. Exact menu path may vary by iOS version, but the two destinations stay the same.
